This is Rodney Ruff!
He is a ruff, and he is ruff indeed.
This is an original character that I came up whit during comic book-class, for a project that had to do with anthromorphic characters, or furries, or featheries, or... whatever.
He is a complete badass, who often cracks a smart joke, and there is nothing he likes more than danger and collecting small statues of famous monuments.
What's cool is that norwegian Donald Duck comic book-artist Arild Midthun (on his visit to our school) randomly noticed this among a lot of other stuff and said he liked the design.
